In 1994 an analysis of Sir Lanka's economy concluded that the people most adversely affected by the present changes were farming, fishing & plantation communities.

PEFDA, the people's Forum for development alternatives was formed to search collectively for viable social and economic alternatives in each sector.

The establishment a network of fisheries organizations in the fisheries sector led to the formation of National fisheries Solidarity NAFSO.

The total EEZ of Sri Lanka is 5 time of it's land area, which is 232,000 Sq.Km. There are 29,000 fishing crafts in Sri Lanka of which 15,000 are traditional non-mechanized Oru, Theppam and Vallams. More than 1,500 vessels ar over 35 ft. Marine capture fisheries production increased from 93,000 Mt in 1974 to 212,000 Mt in 1994.

MSY is estimated to be 250,00Mt. Island production for the same period rose from 8,000 to 40,000Mt. Aquaculture includes both coastal (shrimps) and inland (carps). Crusteaacea and ornamental fish, generated an export revenue of Rs.250 million in 1994.

Some 700,000 people are dependent on the fisheries sector for their livelihood. Annual per capital consumption of Sri Sanka is around 14Kg. Inland fisheries Sector provides 20% of the protein for the nation.
